British garbage in China

Guardian today has two great articles by Jonathan Watts about how British high street waste is fouling streams and ditches in China despite promises of an environmental crackdown by both governments.

i cannot say i have much sympathy. ok the uk shouldn't send its garbage to china, but then if they are stupid enough to buy it more fool them.

"Under EU regulations member countries are not allowed to dump garbage overseas, but are permitted to send sorted waste for recycling." (from the guardian article)

So we need a railway to send away our waste.

Indeed garbage should not be send to poor countries, which distroy their environment. But is China a poor country, which needs to be protected by the EU? The Chinese gouvernment does not want others to make internal Chinese politics, but need an environment nanny? Why are they not buying one for their trillions of dollars?
