Given how the central government (and the central government administers tibet far more directly than most other provinces) really doesn't like prostitution, why the hell would they make it explicit policy to export prostitutes to Tibet?

Given that 1) most people (both Han and Tibetan) living in Tibet are poorer than people living in the gittering East Coast, and 2) it costs a small fortune to take that train to Tibet, why would a beggar come to Tibet? Unless he's talking about people from Tibet going to Lhasa, which would make economic sense, but then the question is, why would he be pissed at Tibetans going to Lhasa to beg? Does he seriously want Tibetans to remain herders and farmers (basically, backward yokels) forever?

Second, why does he dislike handicapped people going to his hometown? Isn't he Buddhist? And why would a person who is disabled go the Lhasa, one of the environmentally harshest cities on Earth?

Third, what's wrong with people lifting themselves up by their bootstraps (searching for work?) He sounds like Rush Limbaugh here.
