		<description>obviously you cannot implement democracy from the top down if you have just invaded a country on false pretenses.  the examples of germany and japan that people bring up are bollocks, as they were defeated after waging a war of aggression and there was a plan for reconstruction other than just guarding the oil ministry.
  
democracy should be supported with soft power.  international pressure kept dissidents like wei jingsheng alive.  democracy has to come up from the roots, otherwise it won&#039;t work.  only democracy can create the levels of trust in society to bring down (not eradicate) corruption.</description>
