Beijing took a disliking to one of its founders so they went in heavy handed and basicly scared everybody off from working with them. They even sent the security forces around to interegate their student volunteers, and got colleges to war students off from working with them. Beijing basicly put up the bariers, and now banks are too scared to handle that NGO donations and payments in case the government decides that they are complicit in some kind of crime.
