I think panzi is somehow trying to castigate the U.S. response to Katrina, comparing it to the bravery of the PLA.

In China any discussion would be limited to a few think-tanks and a handful of CCP higher-ups. Now, before you say that "open discussion is meaningless"; open discussion is testament to the system's flexibility to accept criticisms and change for the better without a mass loss of confidence in the system. That the CCP still doesn't have that sort of confidence in their system must mean something.
The Chinese system is better at some things than America. But on the whole, the American system is still more advanced.
