As we noted earlier this week, Baimiao village in Sichuan has been experimenting with "naked government," and that doesn't mean what you might think it does. What it does mean is that all government expenses have been made available online for the public to scrutinize.

A reader of my brief post on China's "one-child policy" alerted me to an informative report in Southern Weekend titled "30 Years of Birth Planning: to Change or not to Change?" which points out that the original policy was set for 30 years, and so 2010 becomes the designated year for change. This Chinese report summarizes the debate on whether to allow each and every couple a second child that is raging among Chinese policy researchers.
